East River Electric Construction is underway in downtown Madison.

Assistant Manager Scott Parsley says the tower behind the old Service Center Building is not part of a drilling operation for oil or water. It's part of a heat-pump system.

Following work on the old service center building work on an addition and renovation to the headquarters building will begin.
