City to consider new option for former Rosebud property

The Madison City Commission will consider approving a new purchase option agreement for city-owned property that could provide a new location for the local Head Start program. It is one item on the agenda for the city meeting at 5:30 p.m. Monday (tonight) at City Hall.

Officials with the city and Interlakes Community Action Partnership signed an agreement on Dec. 31, 2008, that gave ICAP the option of purchasing a half-lot south of City Hall which was once occupied by Rosebud Manufacturing. ICAP paid $5,000 for the agreement that gave it the exclusive option for a six-month period to purchase the property. In addition, the contract gave ICAP a six-month extension with an additional $5,000 payment.

In the agreement, ICAP expressed its interest in purchasing the property for $350,000 to serve as its new location for a Head Start preschool and new ICAP offices.

ICAP officials did not purchase the downtown property during 2009 before the contract's deadline, and the parties would need to sign new papers to maintain the status quo.

The commissioners will hold a hearing at 5:30 p.m. to consider levying assessments on property owned by John and Terry Green, Donna Anderson, and Lonny and Ginger Kaiser. The owners used a city-hired contractor to install sidewalks on their property in 2009. The city will have them pay for the construction in five annual installments added to their property tax levy.

In other business, the commissioners will consider:

  • Holding a second hearing at 5:35 p.m. to consider approval of on-sale malt beverage and wine licenses to the owners of Mochavino Inc., Shaun and Jenny Bader of Burnsville, Minn.

  • Declaring a list of local and state financial institutions as official depositories for the city during 2010.

  • Setting a date to hold 2010 city elections.

  • Designating the Madison Daily Leader as the city's official newspaper for legal publications.

  • Reviewing applications for 2010 city-issued licenses for occupations such as sidewalk builders and plumbers.

  • Reviewing the 2010 salaries for city employees and officials.
