South Dakota Law Bans Young Drivers Use Of Cell Phones

As of today, July 1 2013 beginning drivers are prohibited from using cell phones while they are behind the wheel. Senator Craig Tieszen of Rapid City sponsored the bill in an effort to save the lives of beginning drivers.
This new law makes it so those with instruction and restricted permits cannot use cellphones or other electronic devices while they are driving. That ban ends when drivers turn 16 and get unrestricted permits.
